: Instructional Analyst/Developer Location: Richland, WA Duration: 12 months Work Schedule: 4x10 schedule, Mon - Thu: 6:30 a.m. to 5 p.m. Must 'have- Experience and proficiency using Articulate softwarePROJECT OVERVIEW: Located in Southeastern Washington State, on the Hanford reservation, Client is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy. The Hanford Tank Waste Treatment and Immobilization Plant (WTP) will use vitrification technology to process and solidify 56 million gallons of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era. The WTP project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities. This position is located at the WTP Site (22 miles north of Richland) and works a 4x10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be able and willing to work weekends as needed. This position will be performed under the day-to-day direction, control, and supervision of WTCC. The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by client and Amentum. WTCC is a subcontractor to client, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project. : Reports to the WTCC Training Program Supervisor. Responsible to support the WTCC Lead Instructional Analyst with implementing the application of the Systematic Approach to Training (SAT) focusing on job/task analysis, objective/test question design and content development in accordance with requirement area procedures and practices. This position will support training management expectations to ensure consistent adherence to the SAT. MAJOR RESPONSIBILITIES/DUTIES/TASKS: • Ensure the SAT process as prescribed in requirement area procedure is correctly and adequately implemented in the generation of ‘formal’ training products required for compliance with DOE O 426.2 • Act as back up to WTCC Lead Instructional Analyst; deliver and maintain coursework that WTCC Training personnel require for qualification to perform their duties assigned as Instructional Analyst Developers (IAD’s) to include initial, continuing, and emergent content • Analyze training requests (TREQs) for actual need of SAT process resolution • Perform job / task analysis per the SAT resulting in the creation of, but not limited to: Master Task Lists, DIF surveys, Task to Training Matrices leading to quality training objectives and training materials (lesson plans, student guides, on the job training guides, computer-based courses, etc.) and the associated testing tools used to evaluate mastery of knowledge and/or skills • Conduct other classroom training as requested and knowledgeable • Perform data input and manipulation in Microsoft Word, PowerPoint, Excel, Access, and Vision• Work to a production schedule meeting project and industry standards for material produced • Support a strong Nuclear Safety Quality Culture (NSQC) by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment This is not intended to include every duty, task, or instruction for which an employee is responsible. Other tasks may be assigned, based on business needs and the department supervisor's request(s). BASIC QUALIFICATIONS:This position requires that the employee meet the minimum education and experienceBachelor of Science or Bachelor of Arts degree, preferably with emphasis in either education or training (with focus on instructional analysis, design, development, implementation and testing, as well as evaluation of training programs), OR education/training that focus on instructional analysis, design, development, implementation and testing as well as evaluation of training programs, AND no less than 6 years of instructional analysis experience performed in the nuclear industry.In lieu of degree must have education or training that focuses on instructional analysis, design, development, implementation and evaluation of training programs, AND no less than 12 years of combined nuclear and/or instructional/IAD experience.MINIMUM QUALIFICATIONS:Must be able to complete and pass a drug screen and background check which includes verification of employment and education.Upon reporting, must be able to complete and pass a medical evaluation for badging purposes. Must have full mobility, be able to walk on uneven or broken surfaces (rocks, gravel, etc.). The examination includes, but is not limited to ability to pass blood pressure test, able to bend, twist, pull, push, climb, and lift more than 20 lbs.Must be able to obtain a Department of Energy badge for access to the Hanford Site.Possess the legal right to work and remain in the United States without sponsorship.Strong computer skills in Microsoft OfficePREFERRED QUALIFICATIONS:Experience using the VISION training content development toolExperience and proficiency using Articulate softwareThis outlines the principal duties and in no way states or implies these are the only duties to be performed in this position. Per Diem Details: If applicable, mobilization and demobilization expenses (mileage, lodging, and M&IE) areauthorized to and from the assignment location if point of origin is more than 50 miles away. Demobilization is authorized only if the assignment is completed per the assignment end date, or Client ends the assignment earlier than specified. Contract employees are expected to drive their own car to the assignment location. Lodging plus methodology is approved for the settling-in period of the first 30 days or until long-term lodging is occupied, whichever occurs first. For mobilization, demobilization and during the settling-in period all charges, except M&IE per diems, are to be invoiced by the agency to Client with required receipts. After long-term lodging is occupied, or the 30-day period has elapsed, the per diem allowance for lodging, meals and incidental expenses will be no more than 55% of the approved FTR rate. Meals will be expensed via daily entry into myTime time record system. Expense reports including receipts will continue to be required for lodging. Actual lodging costs up to 55% of the approved FTR rate will be reimbursed. Contract employees on single status assignments of 3 months or more may be granted trips home. Trips are not to exceed a frequency of once every 28 days provided that a minimum of 30 days, from the trip departure date, remain in the assignment. Trips are expected to be scheduled over the weekends and will be on the contract employee’s own time. Up to 3 days of home leave travel expenses will be reimbursed including parking and car rental at home (if own car was driven to project location). M&IE is only paid on travel days. Deviations in home leave schedules require project approval. Reimbursement for travel via common carrier (airline, train, or bus) may not exceed the cost of economy class airfare.
